Gavin Spensley writes in high winds and freezing temperatures on the Northeast coast it was the Shieldsmen who served better winning their seventh game in a row.
Westoe coach Mark Bedworth admitted that his side fought for the victory on a "horrible day".
He said: "We really were made to work hard for our win today and it wasn't a pretty game.
"We grinded out the result and defensively we were very tight and tackled hard."
In a game of very few opportunities between two very committed teams, the breakthrough came five minutes into the second half.
A couple of lineouts in quick succession in the Luctonians 22 were turned into a try from No. 8 Ollie Stedman after good mauling from the home team.
Although the conversion was missed, Bedworth - who was playing at centre - successfully kicked three penalties to complete the scoring.
He continued: "Opportunities were few and far between but when they did come we took them well.
"It was a complete and professional display from our boys and we are delighted to get the points on the board.
"We will have to learn to grind out a lot of results like that as their are going to be similar days at this time of the year.
The fitness of Shieldsmen shone through and it began to show as Luctonians began to lose their discipline and concede cheap penalties towards the end.
It culminated in the last minute when both Luctonian's Dan Smith and Westoe's Chris Judson found themselves on the wrong side of the referee.
Luctonians coach Andy Williams was very complimentary about Westoe's performance and felt that the home team "managed the game well".
He said: "We tried very hard to get the result today and you have to give all credit to Westoe for their performance.
"Their game management was superb and they took the chances that came their way.
"It was extremely windy and that threw us, and our gameplan went out of the window early on.
"But in the second half Westoe managed the conditions very well and were full credit for their win."
The first half of the game was a very rugged and feisty affair with both teams giving it their all despite a heavy crosswind.
Although neither side managed to get points on the board it was still a very watchable encounter.
Westoe's early second half try was the game changing moment and it resulted in them being camped out in the Herefordshire men's half for most of the period.
The Shieldsmen's forwards were particularly impressive as a unit and were very strong in the scrums and mauls and showed their mettle on a blustery day.
The win for Westoe kept their good form going and with Huddersfield losing away at Hull it means that The Shieldsmen are now in joint second place.
Loughborough remain top 12 points ahead of Westoe and Huddersfield who in turn are four points ahead of Caldy in fourth.
Luctonians are now seven points behind Westoe and are fifth in the league.
