Pulborough Rugby Football Club – Safeguarding Checklist

Safeguarding Policy
The Pulborough RFC Safeguarding Policy for the season 2019 – 2020 is on display in the club house and is also on line on the club’s pitchero website; for ease it is also embedded in the document below:

It is important that the central team (the Club House Manager and his kitchen and bar staff team) as well as all coaching and age group coordinator staff are familiar with this policy and its content.
Requirement for DBS Check
All members of Pulborough RFC who work with children in ‘Regulated Activity’ must undertake an RFU Disclosure and Barring Service (DBS) check in accordance with RFU Regulation 21. ‘Regulated Activity’ is described as:
‘Teaching, training, instruction, care or supervision of Children, carried out by the same person frequently (once a week or more often), or on four or more days in a 30-day period, or overnight’.
Parent Helpers
‘Parent helpers’ are encouraged to participate in Mini Section and Youth training activity under the supervision of an appropriately qualified and DBS checked coach. Parent helpers are those individuals that may help with training on an ad-hoc basis and as such to not require DBS checks to be carried out. They must have a DBS check if this commitment raises in line with the frequency shown in italics above.
DBS Checks
DBS Checks must be carried out every three years. Unfortunately, the England RFU does not allow for the ‘passporting’ of DBS checks from other organisations (e.g. schools, cubs etc). As a result, coaches must work with the PRFC Safeguarding team to facilitate the updating of their DBS status to ensure the DBS status remains valid.

Documentation. A minimum of 3 original forms of documentation are required for the DBS check to be initiated:
Both of:

- Passport
- Driving Licence One of:

- Birth Certificate
- Utility Bills (within 3 months of issue).
- Bank / credit card statement (within 3 months of issues)
- Current Council Tax Bill
- Shotgun licence
- Government Agency Letter (e.g. DVLA or HMRC).

‘Play it Safe’ Safeguarding Course
In addition to the minimum coaching requirements (Level 1 Coaching qualification and the online RFU ‘Headcase’ concussion course), coaches must also attend the ‘Play it Safe’ safeguarding course within 3 months of commencing coaching. New Coaches and Volunteers – Safeguarding Volunteer Form
On commencement of becoming a new coach or volunteer (e.g. age group coordinator), in addition to the courses stated above, the RFU has stipulated that individuals must also complete a Safeguarding Volunteer Form. This must be completed and handed to the Safeguarding Team within one month of commencing the role. The form is embedded below:
